Description courte : CHIST-ERA is looking for transformative and highly multidisciplinary research projects.

CHIST-ERA launches a call for research proposals in two new topics of emergent scientific importance. In the Call 2023, two separate topics are addressed, namely:

Multidimensional Geographic Information Systems (MultiGIS)
Smart Contracts for Digital Transformation Ecosystems (SmartC)

Description complète : Research Targeted in the Call:

This year’s call concerns the following topics:

1. Multidimensional Geographic Information Systems (MultiGIS);

Projects should address one or more of the following topics:
• A focus on the development of novel software, hardware and/or architectures to improve performance and scalability of GIS systems.
• The development of general-purpose and automatic tools with outlier detection and data consolidation from multiple sources for GIS applications.
• A focus on the development of policy and best practice to ensure desirable (AI) application properties e.g. transparency, privacy, fairness, regulatory compliance and certification by working with a variety of disciplines.
• Use of GIS-backed geostatistical AI analysis solutions in monitoring risk management and additional applications within urban and rural landscapes.
• The development of novel data management systems and/or the reapplication or integration of existing knowledge management systems to handle the complexity of GIS data at scale.
• New and novel application of computing techniques for real-time and edge-computing related to spatiotemporal data processing, especially for applications in the field. Creating solutions to the challenges around data types and data integration by successful management of large, heterogeneous data sets.

2. Smart Contracts for Digital Transformation Ecosystems (SmartC

Projects should address one or more of the following topics:
• Exploitation of smart contracts to accelerate the adoption of digital technologies within human-centered approaches.
• Optimization of processes to reduce the energy consumption and resource usage of the solutions for smart contract components.
• Design solutions to reduce transaction payload and communication costs associated with the use of off-chain cryptographic protocols.
• The development of plugins or add-ons to current frameworks that support smart-contract development as proof of concept of theoretical solutions.
• The design of security aware mechanisms for processing transactions to smart contracts.
• A focus on development of AI-based personalized and context-aware guidance for enabling the service-chain ecosystem to co-evolve with smart contracts by use of feedback-generate data.
• Approaches to monitoring and analyzing service performance, regulation compliance and customer satisfaction feedback to provide automated responses to changes in smart contracts.

Applicants should also consider the following:
• Legal aspects and implications of automatic execution of contracts.
• Computational constraints such as limitations of bandwidth, CPU, memory and storage.
• Adaptation of specifications to be open source, openly available and user-friendly
Critères d’admission/attribution : Eligibility rules for the consortia:

The following CHIST ERA general eligibility criteria must be met:

1. The consortium is international: It must have a minimum of three eligible and independent partners requesting funding to organisations in the call from three distinct countries.
2. The consortium is balanced: At most 60% of the total requested funding may be requested by partners from one country.

CHIST-ERA projects have a duration of either 24 or 36 months.

Eligibility for F.R.S. - FNRS

Applicants requesting funding from F.R.S. FNRS must comply with the following rules.
The applicant must be affiliated to a university from the Wallonia-Brussels Federation (FWB).

At the closure of the call, the applicant should also:
- Be a permanent researcher of F.R.S-FNRS (Chercheur qualifié, maître de recherches ou Directeur de recherche) or;
- Hold a tenure track position (or an assimilated position including pending tenure track) with a research institution from the FWB

After the submission of applications, the F.R.S.-FNRS and the research institutions are required to verify the eligibility of the candidates. The F.R.S.-FNRS reserves the right to refuse those whose eligibility criteria would not comply with the Regulation.

Financement : Each partner is funded separately by the national/regional funding organisation they are applying to. They must fulfil the conditions of their funding organisation. 
The maximum amount of requested funding per project is 150.000 EUR for a total period of thee years. If the project involves the recruitment of a PhD student, the project duration of the F.R.S.-FNRS sub-project could be up to four years.

Eligible costs items

Personnel costs: 50,000€ EUR per year on average for the duration of the project. The usual duration of ERA-NET research programmes is three years. However, when the project involves a PhD student, the principal investigator can apply for an additional one year funding in order to complete the four years PhD programme. Since this programme is NOT co-funded by the European Commission, this final year should be included in the budget submitted to this call.

Equipment: can be eligible up to 20% of the total budget of the project

Running costs: travel expenses; organisation of small scientific events in Belgium; consumables and the following support costs: consumables Publication Designing (conception d’ouvrage) Dictionary Production (réalisation de dictionnaire) Purchase of Books Encoding Software Access Rights Congress Registration Fees Purchase of Computer Scanning Travel costs Visa costs Open Access publication of an article up until 500 euros (see F.R.S-FNRS Open Access policy).

Overhead” is not an eligible cost for FNRS. If the project is selected for funding, these costs will be subject to a separate agreement between the institution of the beneficiary and the F.R.S.-FNRS.
Pour postuler / aide du Département Recherche : Submission of joint transnational proposals:

The call follows a one-stage submission and evaluation procedure. The proposal (typically 25 to 35 pages) is submitted and evaluated by a joint international evaluation panel that is set up specifically for each topic.

Submission of F.R.S-FNRS proposal:

Applicants must provide basic administrative data by submitting an administrative application on e-space within 5 working days after the general deadline of the  call to be eligible. Please select the “PINT-MULTI” funding instrument when creating the administrative application. This call follows a one-step procedure.
