Selection criteria
The three main evaluation criteria are (a) excellence, (b) impact and (c) quality and effectiveness of implementation. Each of these criteria is assessed out of a maximum total of 5 (no decimals allowed) and weighted equally.
The minimum eligibility threshold to be selected for phase 2 is a minimum of 3 for each criterion and a total greater than or equal to 10. Projects will be selected (and therefore funded) according to the order in which they are rated by the experts.
In addition, each of the IRRs may introduce additional sub-criteria in line with its own objectives. In these specific cases, the points to be awarded to the sub-criteria are determined by the respective TRIs.
Eligibility requirements
The partnership must be made up of at least 3 independent financial beneficiaries from 3 different CETP member countries and at least 2 EU members or from a country associated with the Horizon Europe Programme. Partners who are not applying for funding may be added to these minimum requirements.
The workload of a project partner may not exceed 60% of the total budget allocated to the project.
The consortium must include at least one industrial partner (small, medium or large company) with a place of business in Wallonia on the date of submission of the proposal.

The research budget of the Walloon partner company(ies) must correspond to at least 40% of the total budget of all the Walloon partners.
Financement
The aid is granted in the form of a subsidy with a funding rate ranging from 35% to 100% of the budget of each Walloon partner depending on the type of partner and the qualification of the research (Industrial Research or Experimental Development). The funding rate is detailed in the table showing the funding rates applicable to international programmes.
The grants are intended to cover all the costs associated with carrying out the research. These include :
- personnel costs relating to researchers, technicians and administrators/managers ;
- operating expenses;
- overheads;
- cost of equipment used;
- subcontracting costs (limited to 20% of the total budget of each Walloon partner).

To cover different topics and RDI types, the Call is structured into Call Modules. They are very in thematic scope and Technology Readiness Levels (TRLs).
Joint Call 2025 is performed in 2 stages: submission of a pre-proposal followed by an invitation to submit a full proposal.
Stage 1: Submission of a pre-proposal. A project consortium chooses one Call Module for the pre-proposal (scroll further to find more information about the Call Modules). If the pre-proposal is selected, the project consortium is invited to submit a full proposal.
Stage 2: Submission of a full proposal. Only if the pre-proposal is invited to participate in Stage 2 can the applicants begin preparing a full proposal.
The Joint Call 2025 is a collaboration with funding organisations and program owners across Europe and beyond. Therefore, applicants must adhere to the national/regional eligibility criteria and requirements, which can be found in the call text. Several funding organisations can require submission of a proposal on a national /regional level. The funding organisations are responsible for processing payments once the projects have been selected for funding after the full proposal stage.
